The stated intent of house bill cited in the video was to allow a prisoner to donate organs after his execution. It provided that the prisoner could elect to die by electrocution or by guillotine. Of course the stated intent can be different than the actual intent. The bill didn’t pass; today’s code only allows for lethal injection. It's still very bizarre.
